Keep in mind that only a few weeks ago, New Orleans was flooded when pumps failed during thunderstorms.. sadly Harvey is set to bring lots of rain even to that city again.
Keep in mind one more troubling fact: The rainfall projections are on a conservative side. This storm could very well bring with it a brown ocean effect .. and with 72 hours of painful anticipated, even a half inch of rain per hour would be more than 25 inches..
When forecast calls for 25 inches plus, be aware that 40 inches of water is not out of the question..
This is going to be a disaster, and the first necessary response incident for FEMA during the Trump Administration..
All this developing over the next 24 to 72 hours..
